Your reputation with Jogu the Drunk must be at least Exalted
Then that is the problem.
The quest should not require exalted reputation with Jogu!
(Not to mention, that blizzard does not use the term “reputation” with the tiller members. They use the stranger, buddy , friend, best friend, etc terms.)
The wowhead quest does not require any status with Jogu. Jogu is not even mentioned in it.

@Csolaszol - I didnt get the quest, I know about the timer but no quest.
As I have reading wowhead today, nothing mentions other reputation then tillers. Most of the other farmers should be cosmetic and thats it.
Jogu rep is a bug - this quest is supposed to be available once you finish the chief yip yip quest (http://www.wowhead.com/quest=30528/haohans-vote-v-chief-yip-yip) & hit exalted with the tillers (turning in the chief yip yip quest gives you exalted with tillers).
Just confirmed, that tilers exa is indeed not currently required to get this quest, only Jogu the Drunk exa. The two rep requirements seem to be switched up.
