FS#5229 - NPC "Minh Do-Tan" not there for completion of quest "Minh Do-Tan"

NPC is supposed to be right in front of a fountain as seen in the picture of him on WoWHead: http://www.wowhead.com/npc=60532/minh-do-tan

When I went to go fight him he wasn’t there, as in the attached screenshot.

It appears to have been a strange phasing issue, where the phasing didn’t happen automatically, because he was there when I relogged.
