FS#42260 - A Hero's Burden unfinishable

I could only reproduce getting multiple Jaloot or Zepik, not the getting stuck
Fixed the multiple spawns of Jaloot and Zepik, please let me know if this issue still happens under some condition, and a way to reproduce :D
additional smol thing: Zepik and Jaloot activate pvp mode when attacking them.
Also finally managed to fix the pvp mode issue. The encounter should no longer get stuck, the encounter should also always trigger the shield event. Can no longer be oneshotted and thus skipping the shield :)
