To make it clearer (I hope) I’ll refer to faction ‘owning’ instance as ‘our’, and ‘opposite’ for the other one.

At the beginning of Forge of Souls Alliance correctly sees Jaina, and Horde sees Sylvanas. But for some reason my Horde character was not able to interact with Sylvanas (screenshot: sylvanasneutral.png). I was not able to replicate it the other way around (I have a lot more /played on Alliance character so perhaps it’s some rep issue?).

At the end of FoS NPCs don’t show up for opposite faction (our: FoS-end-horde.png, opposite: FoS-end-alliance.png), you can see our faction voice but nobody shows up (except one one horde NPC for Alliance for some reason, screen: FoS-end-alliance.png, FoS-end-opposite.png, FoS-end-alliance2.png).

PoS, always our faction’s NPCs appear, other faction can’t acquire quests but they can progress them if they acquired them before (PoS-beginning-opposite.png, PoS-questnpc-ours.png, PoS-questnpc-opposite.png,).

Opposite faction can’t see our faction’s slaves (PoS-slaves-ours.png / PoS-slaves-opposite.png). Mostly a visual issue, quest itself works for opposite faction (except when someone from our faction frees a slave, it doesn’t count for opposite faction progress but they can progress it themselves, I’m fairly sure that’s what happened, can’t test more thoroughly atm). I could see slaves being lifted by gargoyles afterwards in a scripted event, so that part worked fine.

Similarly in HoR, opposite faction sees our NPC and can’t acquire quest but progress works fine (HoR-beginning-opposite.png, HoR-lichking-opposite.png).
