FS#40656 - Broken aggro table

As soon as you overtake first player on threat table (used Omen to check it) the boss focuses on you (from what I know you should have to build 110%/130% of the tank’s aggro before that happens).
Included screenshots show Patchwerk fight where I tested it, but I distinctly remember it happening a lot lately in ToC and on some bosses (I only played crazy-aggro-warlock in few encounters) in Ulduar day before posting this.

We first noticed this issue about a month ago (probably one of ICC changes caused this).
