The quest is bugged indeed , alliance side too, but in alliance side you can still do it, you just have to keep trying on different yaks until you find one that is not bugged and deliver that specific one three times in a row, it respawns pretty fast so the hardest part is to find the one yak that works, I hope this helps. I think the one that worked for me is located around this spot, unfortunately they seem to despawn once you have completed the quest so I can't give you a more precise screenshot
Still, the quest is bugged and should be fixed
