Have you checked retail logs? Now that you made this report I looked at our logs and indeed, the glyph does not increase the CD of Demonic Calling. However, looking at Drenaco's log from retail, I found something interesting:

https://www.warcraftlogs.com/reports/Kn6BFAj34V7QZpC9#fight=15 He cast Imp Swarm at 00:03.323 and 02:01.711, however here you can see that the CD was MUCH lower than 24s. For example, even if the CD procs when DC comes back up or falls off,

00:01:46.770	Drenaco gains Demonic Calling from Drenaco

should genuinely be impossible. It actually seems like this glyph is negatively bugged but it requires more research.

CD ticks down even when the buff is up.

Like:
0:00 Get Wild Imp Buff
0:05 Consume Wild Imp Buff
0:20 Get Wild Imp buff

Also, don't forget that haste reduces CD of Wild Imps

Yeah, I found it. Demonic Calling not scaling from haste is apparently already reported.
