FS#35672 - Mortal Cleave (possibly Legion Strike?) is not being used as much as it should

Hello.
Large disclaimer, no idea what the fuck is wrong, Aithne told me to write a bugreport so here we are.
Currently, Mortal Cleave from the Wrathguard is being used far less than it should. To summarize the attached logs, my Wrathguard did a total of 21 Mortal Cleaves over a 2:13 fight, whereas the retail Wrathguard did 34 in the same time period. In addition, this difference becomes bigger during Bloodlust which could be an indicator that it’s in fact the energy regen that is wrong. Furthermore, the interval between Mortal Cleave on autocast is precisely 6 seconds, which could mean that there is some faulty logic that causes it to only Mortal Cleave if the target is missing the Mortal Cleave debuff or that 6s is the base time required for the Wrathguard to generate sufficient energy for one Mortal Cleave. This is however not the cause of the missing amount of Mortal Cleaves.

With some testing I think I managed to narrow it down a bit.
It has nothing to do with the Mortal Cleave debuff, if you command the demon to change target, it will still wait (a total of) 6 seconds, even tho the new target has no debuff. (and the pet obviously has the required 60 energy)

For some reason the demon only autocasts Mortal Cleave when it has 120 energy, even though it costs only 60. You can test this by manually clicking the ability when the demon has (for example) 110 energy, he'll go down to 50, but only cast it again when it gets to 120.

I assume pets (like this demon) have the same base energy regeneration as the energy based specs, which is 10energy/second. Therefore to get 60 energy (the cost of Mortal Cleave) it takes 6 seconds. I'm not a warlock expert, so I don't know if player's haste should affect this energy regeneration or not, but if not, then there is no reason whatsoever for the demon to do more than 1 mortal cleave every 6seconds, since it's hard capped by the base energy regen.

TLDR: Demon's energy regen doesn't scale with the player's haste. I'm not sure if it should or not, but that could explain the missing casts.

I checked in Simcraft, and increasing my haste from ~16 000 to 100 000 (completely arbitrary number), the interval of Mortal Cleave casts went from 4.22s to 1.66s, supporting that this should in fact be the case.

And yeah, I never checked the energy regen ingame since it's a bit feely (there's no API call to see energy regen or whatever so you'd have to make a WA for this purpose, and I cannot be arsed), but it's pretty obvious that it doesn't scale with your haste.

Also, after looking through a few videos where pet energy is visible, it seems that the energy going to 120 before being spent is blizzlike. It makes sense because Felstorm cannot be autocasted, but if your pet keeps using Mortal Cleave it will never have enough energy to use Felstorm.

In the meantime I've opened a bug report about UHDK's Ghoul for a separate reason, but out of curiosity ran Simcraft on it, and the same seems to apply for that pet too, should be affected by haste, but is not.
Maybe a global pet bug?

I compared Tauri logs to retail in the case of hunters, and hunter pets' Claw casts seem to work correctly. Could be connected to pets having different resources, and Fel Energy or whatever the fuck the demon energy is called, doesn't "work" with haste.

Now that I think of it, hunter pets use Focus and shamans use mana. I may have overreacted with the globality of it, since the only two pets that use energy are the Warlock and the DK ones xD
