FS#35664 - Jaomin Ro not Spawning for "The Disciple's Challenge"
I have seen a few others beside myself unable to see him, and thus can’t progress through the Pandaren Starting zone. I have tried abandoning, relogging, and waiting, but he never appears.

Found a very likely cause of this
An another player and I have been facing the same bug and are stuck because we can't access the next quests until Jaomin Ro isn't defeated.
It seems that the bug appears only on Evermoon realm.
