FS#35446 - Synapse Springs level scaling
Synapse Springs (the engeneering tinker) does not scale down for lower level properly.
The tooltip in-game shows the correct amount it SHOULD give, but when the spell is active it gives more.
For example, at level 70 it should give 96 to main stat, but it gives 480.
