FS#34862 - Penance consumes Borrowed Time's haste bonus
Penance (and potentially other untested channeled abilities) is not taking into account Borrowed Time’s 25% spell haste bonus.
Penance is consuming Borrowed Time’s 25% spell haste bonus.
Numerous guides dating back various years state that Penance benefits from Borrowed Time’s haste increase but does not consume it.
Current behavior:
No haste on gear
Activate Borrowed Time through casting Power Word: Shield
Penance takes 2.0 seconds to complete
Borrowed Time gets consumed on first Penance tick
Flash Heal takes 1.5s to complete
(values adjusted for NOT having Enlightment’s 6% haste increase)

You can see Borrowed Time on the player’s buffs. Penance has a 1.2s cast time (with a 0.9s and 1.0s cast time Flash Heal with Borrowed Time I extrapolated a haste value of 41.7% to 37.5% haste before Borrowed Time’s bonus respectively. With 41.7% haste and Borrowed Time’s 25% spell haste Penance should have a 1.2s channel time and a 1.23s channel with 37.5%). Borrowed Time is not consumed (though the player does not use it at this time stamp).

Also it's currently working properly with both hymns. Not consumed on use, but affects the channeled cast time like penance should.
It now causes Penance to channel faster, which is great, but it still incorrectly consumes the proc.
