Inspector Snip Snagglebolt should start a quest chain.

Currently the breadcrump quest is counted as necesarry and Snip doesnt give quests on his own.
EDIT: probably same goes for horde counterpart, didnt test though. https://www.wowhead.com/npc=38295/junior-detective
