FS#34602 - Raid Debuff Bug
I was referenced here by Garbadead,
My name is Safer and my guild and I have come here after clearing two other private servers and experienced their content. We stumbled upon this private server and while we wanted a progressive server we were unable to find one. We have an interesting take on raiding and we wanted to experience each raid in succession while imposing gear restrictions on ourselves. We do this to experience each raid as it were naturally occurring.
Here’s my problem: As we have been doing MSV (and now MSV Heroic) we have been unable to turn off the raid wide debuff. This removes 10% hp and damage from each boss and mob in the encounter. At first I thought it was just part of the server and nothing could be done about it. However, Garbadead let me know that these can be removed, and that I am experiencing a bug.
I was told to list this as high severity so I did, if you could please get back to me ASAP that would be lovely. I have included the “before” photo to show the beginning interaction, and the “after” shows you the next dialogue to remove the debuff is missing. This server has been for the most part the cleanest private server I have ever played on and it warms my heart to let me know I can turn up the difficulty.
Thank you,
Safer
I went and tested this in TES, and can confirm that the same thing is happening there.

HoF is different/worse, the NPC doesn't even give an option to disable the nerf aura there.

As for ToT, the NPC does not seem to exist.
I can confirm Prophet's comment
