FS#33402 - Quest "Cities in Dust" uncompletable

Quest: Cities in Dust
Problem:
1) (minor) During dialogue between Sylvanas and Crowley, the valkyr Agatha should hover higher than the other two. Instead she has a visual glitch that causes her to flicker up and down repeatedly

2) (major) After Godfrey kills Sylvanas, the three Valkyr are supposed to resurrect her. They do not. Cromush and the Valkyr just stand there. This renders the quest uncompletable, as Sylvanas must resurrect in order to turn the quest in.

Attempted Resolutions (all failed):
- Abandoned quest and attempted again 5 times
- Logged out and logged back in
- Reloaded
- Killed the three forsaken (Godfrey, etc) in different orders
- Attempted to interact with Cromush and the three Valkyr
- Waited > 10 minutes with Valkyr flying over dead Sylvanas

Can confirm that after Godfrey flees, we all just stand like loonies staring at Sylvanas's corpse.

Quest is still bugged, and cannot be completed.

Also, as you accompany Sylvanas, the "Lament of the Highborne" song should be listened in the background. You can check it in this video: https://youtu.be/ckC59Gc15iI
