FS#32404 - Baron Aquanis
Hi there Team,
This quest starts from an item looted from Baron Aquanis. He spawns when a player who has the quest “Amongst the Ruins” loots the Fathom Core.
Have tried it multiple times, but Baron Aquanis doesn’t spawn.

From wowpedia: Baron Aquanis is a water elemental found in the Moonshrine Ruins of Blackfathom Deeps. He is summoned when a party member tries to collect the Fathom Stone as part of H [26D] Amongst the Ruins.
