Don’t work as described in patch notes 5.4.0

Automatic activation below 35% is fine, just checked it on the mob. But overheal at 100% hp is applied wasting the stack and that’s not good:
Here I use Chi Brew (45 lvl talent) while at full health and receive 2530 overheal:
