FS#24006 - Missing aggro texts New Avalon

The following NPC’s appear to have missing aggro quotes. Added a youtube link which shows that for example the Commander and councilman 100% should have an aggro quote.

- Scarlet Preacher 28939
- Scarlet Commander 28936 - Scarlet Crusader 28940 - New Avalon Councilman 28946

Except for the preachers it seems to work fine now.
