Pandawow is just a trinity derivative, so that's why they all have the exact same values. It's no indication of Blizzlike behavior.

Are you seriously saying this after submitting a bug report with proof that 1 isn't even retail and 2 it's one of the worse MoP private servers out there

In terms of spell system pandawow is the best server, there is even a Wild Charge in Travel Form works correctly, which can not be fixed here.
I played on the official server as a druid and remember what and how it should work.

We've researched it, and pandawow's values are massively wrong, and ours are very slightly wrong, and we'll be fixing one small issue. It will end up being a slight nerf overall.
