In a duel outside of stormwind it also doesn’t proc if a mage hits me, if a warrior hits me, it does proc.
i’ve seen it proc today so I’ve no idea what causes it to not proc at all sometimes.

Could be although It didnt proc in some duels where i wasn't silenced. This all seems really weird, can't explain it myself. If any of the mods look at the twitch vod i linked, right after this game i play against rogue + hunter and there it did proc.
Were you locked on holy (or whatever spell school bulwark is on) ?
I wasn't locked on anything, just regulary silenced.
Sry I was the first one too, different account...
I was intrested in the duels where you weren't silenced, but bulwark still didn't procc.
We should find the reason why it bugs sometimes, because devs aren't focused on mop now.
