Confirming that this is happening to me as well. Commander Hobb does not interact to complete the quest above.

Having the same issue, can not turn in quest Commander Hobb

screenshot (imgur) show the (?) turn in is off from Hobb

edit: seems to be an issue with Aldor allied players as well. This person finished it after server reset (Tauri forum link below).

Confirmed. Couldn't finish quest until there was a server reset.

Just got there, I couldn't complete the quest either, does not interact at all.

doesn't work for me either, can't interact with the NPC :(
