I'm afraid I don't understand the part where you refer to PvP power. You seem to be calculating a heal number that IS affected by PvP power, and it turns out to be exactly the same number as what is on the video. W/o PvP power, Chimera would heal a hunter with 605k health for ~13300, so it seems to me that it is affected by PvP power.
Chimera heals 5% of total heal
Full PvP Gear hunter has ~62.5% pvp power ⇒ 40% of damage pvp power converts into healing pvp power.
Usually hunters play with glyph of animal bond +10% of total heal
605 000 × 0,05 × (1 + 0,625 × 0,4) × 0,4 × 1,1 = 16 637,5
