After waiting for half an hour at the npc longrunner proudhoof ID 25335 we decided to go out to inspect what was happening and we found the following
The npc that should give us the quest and start the event is at the end of it and never disappears, it seems that if someone does it, it is bugged and nobody can do it again.
As you can see in the second image, that is the location where the aforementioned npc should be. I waited for half an hour and it does not appear. Therefore I assume that this quest is bug. Sorry for my English, but my level is not very high and I used a translator for most things.
