According to multiple comments on http://www.wowhead.com/item=41797/design-austere-earthsiege-diamond#comments this recipe is supposed to be 100% drop rate when a jewelcrafter is in the party. Between me and a guild mate we have run it 15 times and haven’t had it drop.
